Job Overview/Summary: Reporting to the Director of Business Development, the Program Officer is the primary focal  point  on  pre-award  business  development  issues  for  selected  US  Programs  Department (USP)  field  offices.  This  position  requires  close  collaboration with field and HQ colleagues  in  order  to  ensure  that  proposals  from  targeted  offices consistently meet high standards and lead to effective program implementation. 

Responsibilities

Major Responsibilities:

  • Serve as primary liaison to select USP field offices on all pre-award business development and quality control issues.
  • Support field offices in the review, editing and submission of proposals to public and private donors.
  • Responsible for overall quality control of proposals in line with IRC standards, including ensuring that IRC business process is adhered to and all internal reviews and approvals are completed prior to submission; finalize and submit full proposal package for USG federal opportunities.
  • Review proposal budgets and budget narratives for accuracy, feasibility and consistency with a) the project design and its operational requirements and b) IRC and donor guidelines.
  • Coordinate the proposal development process with other HQ staff, including regional directors, technical advisors, and AMU and Global Partnerships and Philanthropy department staff.
  • Liaise with IRC Legal, Compliance, Human Resources and Finance units as necessary to support proposal development.
  • Develop tools to help streamline USP business development processes and improve HQ support to field offices.
  • Participate in relevant trainings and conferences; lead business development training sessions for field offices.
  • Conduct prospecting research on key donors for selected field offices.
  • Coordinate the transition of awards from the pre-award to the post-award phases, and liaise with the grants management team to process and manage grant amendments as necessary.
  • Undertake additional tasks as assigned by the Direct of Business Development, including team-leading and writing sections of key proposals.

Other Internal and/or external contacts: Position requires close collaboration with a variety of colleagues, including but not limited to: USP Resource Acquisition Team, field offices, the USP Program Quality and Innovation Unit, the Awards Management Unit, Finance, Legal and HR. 

Requirements

Job Requirements:

Education: Bachelor’s Degree

Work Experience:

  • Significant grants management experience, preferably 4+ years
  • Prior business development experience preferred
  • Demonstrated experience developing and reviewing programmatic budgets 

Demonstrated Skills and Competencies:

  • Familiarity with US Government grant regulations
  • Excellent communication skills, both written and verbal
  • Proven ability to work effectively with multiple stakeholders to move proposals and projects forward
  • Proven ability to work flexibly and to solve problems with appropriate input from relevant stakeholders
  • Positive, forward looking and able to work well in a team oriented environment
