The Finance Officer supports the financial management of a portfolio within HKI’s Integrated Control of Neglected Tropical Diseases (NTDs) program team.  Working closely with the NTD team, the Finance Officer serves as the financial liaison to HQ, regional, and country office NTD staff as well as to HKI’s donors.  The Finance Officer works closely with the Senior Program Manager to ensure project goals are achieved.  The position’s main responsibilities include supporting the review of annual project and fixed obligation grant budgets, preparation of annual project and fixed obligation grant budget narratives, preparation of invoices and other financial reports, strong tracking of program expenditures, continual analysis of cash flow, ensuring compliance with HKI and donor policies, and staff training and coordination with HKI’s Grants & Contracts unit.


  • Support the financial needs of donors by serving as the first point of contact with regional and country offices as it relates to the financial management of the assigned portfolio.
  • Support NTD country offices in the preparation of proposal budgets, annual project work plan budgets, fixed obligation grant budgets, and budget modifications. Review budgets for consistency with the work plan
  • Edit budget narratives for proposal budgets, annual project budgets, and fixed obligation grants.
  • Prepare invoices, financial reports, accruals, forecasts and other financial deliverables. Journalize adjustments as needed.  Track and report project expenses, burn rates, and cash received from the donor monthly.
  • Ensure budgets and other financial information are correctly represented in financial and project management systems. Maintain the hard and electronic file for each NTD project.
  • Assist country offices in responding to audit requests from donors, developing financial management tools, and managing close-out processes.
  • Maintain strong financial controls to guarantee compliance with HKI and donor regulations.
  • Conduct field visits to the NTD country offices as needed in order to assist in the assessment of financial management of NTD projects and to provide staff training.
  • In conjunction with HKI’s Grants & Contracts unit, support the review all grant agreements, contracts, and modifications for the NTD program, review procurement requests, sub-agreements, and fixed obligation grants, and ensure that key processes are followed so that grant risk assessment receives consistent attention and direct support.


  • Master’s Degree in public administration, finance, accounting, or related field with at least 5 years of related prior work experience with at least 3-5 years of managing U.S government-funded projects; or equivalent combination of education and experience.
  • Knowledge of USAID rules and regulations is required. Knowledge of the Africa region is desirable.
  • Interest in public health programs as well as the synergy between the programmatic, operational, and financial components of public health initiatives.
  • Oral and written proficiency in French is strongly preferred.
  • Ability to perform duties that require a close attention to detail.
  • Ability to communicate effectively across cultures including:
    • asking for information in a way that is very clear and specific
    • conducting trainings for field office staff and in-country partners that will be well received
    • interacting with internal and external colleagues
  • Ability to prioritize workload, assume responsibility for work, and follow through to completion.
  • Ability and willingness to work under pressure as a part of a global team.
  • Highly computer literate including knowledge of Microsoft software products, and strong Excel skills.
  • Ability to undertake U.S domestic and international travel (approximately 4-6 weeks of travel per year).
  • Residence in or willingness to relocate to the NY metro area.
